ZVOLEN, Slovakia — In the early morning hours of May 18, an awkward silence filled a room in a plain white building in downtown Zvolen, Slovakia, where members of the host nation and the U.S. military waited for a man to break the silence.

A young command sergeant major in his 30s stood up and did the same, introducing himself to his two American guests.

He was Command Sgt. Major Richard Fabricius, Command Sergeant Major of the Slovak Armed Forces, who then introduced Command Sgt. Major Vladimir Belus, senior non-commissioned officer of the Slovak Air Force and other senior non-commissioned officers of the host country.
NCOs met at Slovak Air Force Headquarters to focus on leadership and NCO development. The purpose of the visit was to provide information to command sergeants related to NCO support channels, counseling and tools such as mentoring and sponsorship.
A team of two American senior enlisted leaders, Command Sgt. Major Ellwood J. Graham and 1st Sgt. Todd Heimer of the 7th Civil Support Command, 7th Warrior Training Brigade, based in Grafenwoehr, Germany, shared his knowledge with his colleagues on completing NCO evaluation reports, operating in hostile environments and conducting security measures for convoy operations.
After the fall of socialism and accession to NATO in 2004, Slovakia underwent a major restructuring of its armed forces to include the non-commissioned officer corps.

The Slovaks are trying to align their NCO development and management with those used by the U.S., Fabricius said. Therefore, there are things that need to be improved.
"Our soldiers are first," said Fabricius. "And be aware of our commitment to being able to evaluate each of our Soldiers as fairly as possible."
Graham said he was motivated to see the professionalism, pride and strong interest of Slovak senior NCOs in improving their evaluation system and willingness to learn new training techniques. The US is not alone in supporting overseas emergency operations around the world, he added.
"I can see the motivation of Slovakian senior NCOs in the fight in Afghanistan - who are ready to deploy next year," Graham said. "It was very moving and we let them know that." We appreciate their support in Afghanistan."

The outcome of the bilateral training was that the Command Sergeant Major of the Slovak Armed Forces tasked his senior NCOs to give their input to the reform of the current Slovak NCO based on the discussions at the event. He said he would discuss the implementation of the NCOER with the head of the Slovak Armed Forces.
"Evaluating our soldiers is very important to us," Fabricius said.
